Project Overview

Mongolia plans to build manufacturing clusters in Free Zones (FZs) over the mid and long-term in order to enhance international trade and economic growth. In this regard, the subject of constructing the free zone's infrastructure is represented in Mongolia's development policy documents, as follows.

“Long-Term Development Policy Vision 2050”

  • Build a permanent cross-border trade network through strengthening SEZs that are strategically located near markets and natural resources and are appropriate for industrial development.

“Action Plan of the Government of Mongolia for 2020-2024”

  • Building infrastructure for free zones in stages, promoting conditions for the growth of trade, services, and industries for export and domestic markets, and supporting foreign and local investors.

“Mongolia’s Development Directions for 2021-2025”

  • By adhering to international standards, free zones’ and border ports' infrastructure will be made more accessible and upgraded.

“New Revival Policy”

  • Increase trade turnover by gradually establishing free zones and land ports based on Mongolia's regional development concept.

The Government of Mongolia (GOM) has budgeted 214.9 million MNT for the "The New General Plan for Development of Altanbulag Free Zone" project in 2022, and "Ideal Group" LLC is executing the work.

As the first phase of infrastructural projects, GOM has budgeted 200 million MNT in 2022 and 3 billion MNT in 2023 for the expansion of electricity in the "Altanbulag" free zone.

As it is located at the intersection of the “Altanbulag-Ulaanbaatar-ZaminUud highway”, it is optimal to carry out transport and logistics activities in the "Altanbulag" free zone. In this context, it planned to build a transport and logistics center on an area of 60 hectares of the zone. The preliminary feasibility study was developed in cooperation with KOTRA of the Republic of Korea.
